The Census 2000 Planning Database provides demographics correlated with 2000 mail non-response rates.  The detailed data provided in the database can aid in planning activities leading up to the 2010 Census.  Specific Activities which could be supported by the planning database include:

• Identifying hard-to-count areas (areas with concentrations of attributes that make enumeration difficult);
• Identifying areas where special outreach and promotion efforts could be considered;
• Identifying areas where special attention may be needed such as the distribution of questionnaires in a language other than English
